Diamond Lake Master Plan

Diamond Lake, home to the Diamond Lake Recreation Center, Beach, and Boat Launch, is a cherished destination within the Mundelein Park & Recreation District. Offering a variety of amenities, it serves as a hub for community engagement and outdoor recreation. The District is committed to maintaining and enhancing this vital space, ensuring it remains safe, inclusive, and environmentally sustainable for all visitors. Currently, the District is undertaking a comprehensive master planning process, led by Gewalt Hamilton Associates and Lamar Johnson Collaborative, to develop sustainable concepts that will protect and enhance the natural environment while preserving the unique character of Diamond Lake.

Q: What is the Diamond Lake Recreation Center, Beach & Boat Launch Master Plan project?

A: Mundelein Park & Recreation District (MPRD) is engaging in a master planning process for the Diamond Lake Recreation Center, Beach & Boat Launch to plan for the future, enhance the Diamond Lake area and its amenities and resources.

The final plan will include recommendations for infrastructure, operations, amenities, and innovative site uses while balancing environmental sustainability, community needs, and financial feasibility.

 

Q: Why is MPRD undertaking this project now?

A: In a 2021 community survey, residents identified the Diamond Lake properties as a top priority for investment. The site does not meet current or future needs, and this project will identify improvements that enhance its role as a community cornerstone while promoting wellness, environmental stewardship, and engagement for generations to come.

The project aligns with MPRD’s mission of connecting the community with safe and quality recreation through diverse programs, facilities, and open spaces. It embodies the values of excellence, inclusivity, and environmental stewardship by ensuring Diamond Lake remains a cherished and sustainable destination.

 

Q: Who is facilitating the master plan process?

A: A team from Gewalt Hamilton Associates and Lamar Johnson Collaborative will guide the master plan process. The team will gather data, assess current site conditions and develop multiple concept options for consideration.

 

Q: What is the timeline for the project?

A: The process has already begun with property assessments, stakeholder focus groups, and community feedback. Phase I of the project was completed December 2024. Phase II is underway with an estimated completion of Summer 2025. Phase II milestones include concept recommendations and community feedback opportunities in late 2025. A comprehensive plan and recommendations are expected to be delivered to the MPRD Board of Commissioners by the end of 2025.

 

Q: Will MPRD sell any piece of the Diamond Lake Recreation Center, Beach & Boat Launch properties?

A: The master plan process is focused on the long-term use of the Diamond Lake properties. The District has no plans to sell the properties.

 

DIAMOND LAKE AMENITIES & USAGE

 

Q: What amenities and features can I currently find at Diamond Lake Recreation Center, Beach & Boat Launch?

A: The Diamond Lake Recreation Center, Beach & Boat Launch currently offer:

  • Beach (open and accessible only when MPRD lifeguards are on duty)
  • grassy areas and a shady picnic grove (open and accessible only when MPRD lifeguards are on duty)
  • paddle boat, kayak, and stand-up paddleboard launch area and rentals
  • boat launch
  • playground
  • two large multi-purpose classrooms, separate bathrooms and changing areas

The boat launch allows motorized and non-motorized watercraft into Diamond Lake and is managed through seasonal passes and daily launch fees. Passes can be obtained from the front desk of the Mundelein Community Center (1401 N. Midlothian Road).

 

Q: What will happen to the recreation building?

A: The future use of the recreation building is still being evaluated as part of the planning process. Based on resident feedback and feasibility studies, the District is considering a mixture of potential programming and community use.

 

Q: Will there be any disruptions to current activities at Diamond Lake during the planning process?

A: The Learning Center Preschool was moved to the Mundelein Community Center in September 2024 in anticipation of the improvements at Diamond Lake.

 

Q: What other water activities are available?

A: Water activities such as kayaking, boating, paddleboarding and fishing are offered on site. The District is also evaluating additional recreational opportunities for the lake.

 

 POLICY & ENVIRONMENTAL IMPACT

 Q: How will this project impact local wildlife?

A: Environmental considerations are a priority in the master planning process. The District is committed to preserving and enhancing natural habitats while improving the lakefront.

 

Q: Are there plans to improve water quality?

A: The District is actively pursuing a parallel lake management plan focused on improving Diamond Lake water quality by supporting the growth and sustainability of native plants. As specific initiatives are developed, more information will be shared.

 

COMMUNITY ENGAGEMENT & FUNDING

 

Q: Will the community be involved in the planning process?

A: Yes! Community engagement is a critical component of the master planning process. Residents have already shared input through stakeholder meetings, focus groups, and a community survey (Phase I). Additional opportunities for public feedback will be available after a design concept is developed and before final decisions are made. This feedback will help shape the future of Diamond Lake. Updates and information will be available on the MPRD website, social media channels and through direct communication from the District.

 

Q: What were the key takeaways from the resident survey?

A: 40% of respondents expressed interest in activities other than swimming, such as walking paths and passive recreation. Respondents overwhelmingly emphasized a desire for open, unobstructed access to the Diamond Lake properties without the existing perimeter fence. Based on feedback received, the District is exploring public/private partnerships to introduce food and beverage options.

 

Q: How will the project be funded?

A: The District prioritizes capital funds to address needs identified through assessments and community feedback. Capital plans are pursued in a manner consistent with the Comprehensive Master Plan 2023-2028. We will also explore grant opportunities and alternative funding sources to further leverage our current funds.
